超極私的意見ですが、米国の外交政策は、米国から見て、東(中東)か 西(アジア)かと言う2つの方向性があり、石油 並びに イスラエルとの関係から東(中東)に重きを置いた外交政策に偏っている気がします。

本日,安倍晋三内閣総理大臣とドナルド・J・トランプ大統領は,ワシントンDCで最初の首脳会談を行い,日米同盟及び経済関係を一層強化するための強い決意を確認した。

Joint Statement February 10, 2017
President Donald J. Trump and Prime Minister Shinzo Abe held their first official meting today in Washington D.C and affirmed their strong determination to further strengthen the US-Japan Alliance and economic relationship.

日米同盟
揺らぐことのない日米同盟はアジア太平洋地域における平和,繁栄及び自由の礎である。核及び通常戦力の双方によるあらゆる種類の米国の軍事力を使った日本の防衛に対する米国のコミットメントは揺るぎない。アジア太平洋地域において厳しさを増す安全保障環境の中で,米国は地域におけるプレゼンスを強化し,日本は同盟におけるより大きな役割及び責任を果たす。日米両国は,2015年の「日米防衛協力のための指針」で示されたように,引き続き防衛協力を実施し,拡大する。日米両国は,地域における同盟国及びパートナーとの協力を更に強化する。両首脳は,法の支配に基づく国際秩序を維持することの重要性を強調した。

U.S.-Japan Alliance
The unshakable US-Japan Alliance is the cornerstone of peace, prosperity, and freedom in Asia-Pacific region. The U.S. commitment to defend Japan through the fukk renge of U.S. military capabilities, both nuclear convetional, is unweavering. Amid an increasing difficult security environment in the Asia-Pacific region, the United States will strengthen its presence in the region, and Japan will assume larger roles and responsiblies in the alliance. The United states and Japan will continue to implement and expand defense cooperation as laid in the 2015 US-Japan Defense Guidelines. The United States and Japan will further enhance cooperation with allies and partners in the region. The two
leaders underscored the importance of maintaining international order based upon the rule of law.

両首脳は,長期的で持続可能な米軍のプレゼンスを確かなものにするために,在日米軍の再編に対する日米のコミットメントを確認した。両首脳は,日米両国がキャンプ・シュワブ辺野古崎地区及びこれに隣接する水域に普天間飛行場の代替施設を建設する計画にコミットしていることを確認した。これは,普天間飛行場の継続的な使用を回避するための唯一の解決策である。
The two leaders affirmed the commitment of the United Staes and Japan to the realignment of U.S. forces in Japan, to ensure the long-term, sustainable presence of U.S. forces. They affirmed that the United States and Japan are commited to the plan to construct the Futema Replacement Facility at the Camp Schwab/Hekono area and in adjacent waters. It is the only solution that avoids the continued use of the Marine Corps Air Futenma.

 両首脳は,日米安全保障条約第5条が尖閣諸島に適用されることを確認した。両首脳は,同諸島に対する日本の施政を損なおうとするいかなる一方的な行動にも反対する。日米両国は,東シナ海の平和と安定を確保するための協力を深める。両首脳は,航行及び上空飛行並びにその他の適法な海洋の利用の自由を含む国際法に基づく海洋秩序を維持することの重要性を強調した。日米両国は,威嚇,強制又は力によって海洋に関する権利を主張しようとするいかなる試みにも反対する。日米両国はまた,関係国に対し,拠点の軍事化を含め,南シナ海における緊張を高め得る行動を避け,国際法に従って行動することを求める。

The two leaders affirmed that Article Ⅴ of the U.S.-Japan Treaty of Mutual Cooperation and Security covers the Senkaku Island. They oppose any unilateteral action that seeks to undermine Japan’s administration of these islands.The United States and Japan will deepen cooperation to safeguard the peace and stability of the East China Sea.The two leaders underscored the importance of maintaining a maritime order based on international law, including freedom of navigation and overflight and other lawful use of the sea. The United States and Japan oppose any attempt to assert maritime claims through the use of intimidation, coercion force. The United States and Japan also
call on countries concerned to avoid actions that would escalate tensions in the South China Sea, including the militarization of outposts, and to act in accordance with interantinal law.

日米両国は,北朝鮮に対し,核及び弾道ミサイル計画を放棄し,更なる挑発行動を行わないよう強く求める。日米同盟は日本の安全を確保する完全な能力を有している。米国は,あらゆる種類の米国の軍事力による自国の領土,軍及び 同盟国の防衛に完全にコミットしている。両首脳は,拉致問題の早期解決の重要性を確認した。両首脳はまた,日米韓の三か国協力の重要性を確認した。さらに,日米両国は,北朝鮮に関する国連安保理決議の厳格な履行にコミットしている。

The United States and Japan strongly urge North Korea to abandon its nuclear and ballistic missile programs and not to take any further provocative actions. The U.S. – Japan Alliance is fully capable ensuring the security of Japan. The United States is fully commited to defending its homeland, forces, and allies, through the fullrange of U.S. military capabilities. The two leaders affirms the importance of an early resolution of the abductions issue. They also affirmed the importance of trilateral cooperation among the United States, Japan and Republic of Korea. The United States and Japan are also commited to rigorous implementation of the U.N. Security Council resolutions on North Korea.

日米両国は,変化する安全保障上の課題に対応するため,防衛イノベーションに関する二国間の技術協力を強化する。日米両国はまた,宇宙及びサイバー空間の分野における二国間の安全保障協力を拡大する。さらに,日米両国は,あらゆる形態のテロリズムの行為を強く非難し,グローバルな脅威を与えているテロ集団との闘いのための両国の協力を強化する。

The United States and Japan will strengthen their bilateral technological cooperation on defense innovation to meet the evolving security challenge. The United States and Japan will also expand bilateral security cooperation in the fields of space and cyberspace. The United States and Japan also stringly condemn terrorism in all forms and manifestations and will enhance our cooperation to flight against terrorist groups that pose a global threat.

両首脳は,外務・防衛担当閣僚に対し,日米両国の各々の役割,任務及び能力の見直しを通じたものを含め,日米同盟を更に強化するための方策を特定するため,日米安全保障協議委員会(SCC:「2+2」)を開催するよう指示した。

The two leaders instructed their foreign and defense ministers to convene a Security Consultative Committee(SCC:“2+2”) meeting to identify way to further strengthen the U.S. –Japan Alliance, including through the review of the respective roles, mission, and capabilities of the two countries.

日米経済関係

U.S.-Japan Economic Relations
The United States and Japan represent 30 percent of the world’ s GDP and share an interest in sustaining a strong global economy,ensuring financial stabilitiy, and growing job opportunities. To advance these interests, the president and the Prime Minister reaffirmed their commitments to using the three-pronged approach of mutually –reinfocing fiscal,monetary, and structural policies to strengthen domestic and global economic demand. the two leaders discussed
opportunities and challenges facing each of their economies and the need to promote iclusivr growth and prosperity in their conutries, the Asia-Pacific region, and the world. They emphasized that they remain fully commited to strengthening the economic relaitonships between their two countries and across the region, based on rules for free and fair trade. This will include setting high trade and investment standards, reducing market barriers, and enhancing
opportunities for economic and job growth in the Asia-Pacific.

日本及び米国は,両国間の貿易・投資関係双方の深化と,アジア太平洋地域における貿易,経済成長及び高い基準の促進に向けた両国の継続的努力の重要性を再確認した。この目的のため,また,米国が環太平洋パートナーシップ(TPP)から離脱した点に留意し,両首脳は,これらの共有された目的を達成するための最善の方法を探求することを誓約した。これには,日米間で二国間の枠組みに関して議論を行うこと,また,日本が既存のイニシアティブを基礎として地域レベルの進展を引き続き推進することを含む。さらに,両首脳は,日本及び米国の相互の経済的利益を促進する様々な分野にわたる協力を探求していくことにつき関心を表明した。両首脳は,上記及びその他の課題を議論するための経済対話に両国が従事することを決定した。また,両首脳は,地域及び国際場裏における協力を継続する意図も再確認した。
The United States and Japan reaffirmed the importance of both deepening their trade and investment relations and of their continued efforts in promoting trade, economic growth, and high standard throughout the Asia-Pacific region.Toward this end, and noting that the United States has withdrawn frim the Trans-Pacific Partnership, the leaders pledged to explore how best to accomolish these shared objectives. This will include discussions between the United States and Japan on a bilateral framework as wellas Japan continuing to advance regional progress on the basis of existing initiatives. In addition, the two leaders expressed interest in exploring cooperation across secters that promote mutual economic benefits to the United States and Japan. The two leaders decided o have their countires engage in an economic dialogue to discuss these and other issues. they also reaffirmed their intent to continue cooperation in regional and global fora.

安倍総理大臣はトランプ大統領に対して本年中に日本を公式訪問するよう招待し,また,ペンス副大統領の早期の東京訪問を歓迎した。トランプ大統領は,これらの招待を受け入れた。
Invitation to Visit Japan
Prime Minister Abe invited President Trump for an official visit to Japan during the course of this year, and also welcomed an early visit of Vice President Pence to Tokyo. President Trump accepted these invitaions
